Going north past Walmart, you go down a really steep hill, and they hide at the bottom of the hill.

Yes this is definitely a speed trap by all definitions. I once got a ticket there while I was braking coming down the hill. One would think that with the area being one of the worst in the country for drug trafficking, that the police would have better things to do.
