Highway 21 is mostly a 55 mile an hour road with sporadic small towns with relevant warning signs to reduce speed by varying amounts. In Rowesville, there is limited signage within the town and inadequate reduction warnings. Generally tickets are given with speeds above the “posted limit” of 45.
