State Route 52 W near Interstate 805
On the west-bound 52, there is a speed camera as of 4/3/08 next to the right hand lane, its small but still noticable if you pay attention.

This is not a speed camera. Speed cameras are not legal in California.
It's an ultrasonic traffic counter mounted to a pole on the shoulder to count traffic volume.
If you see a physical camera here then it is a CalTrans camera for traffic monitoring only and has no speed/radar capabilities... yet.
