In PA, you cannot be cited for speeding unless you are going 11 mph or more over the limit if you are being timed by an electronic device other than radar. If you are clocked by radar, then the gap narrows to 6 mph. This allows for inconsistencies in the operation of the devices. So, it is incorrect to state that someone doing 38 in a 35 was cited.
