Oil city is a small community in north Caddo Parish. Its main revenue in from traffic fines. At any time day or night you can find one, of the cops on duty patroling the stretch of highway running through the town. The speed limit is 45mph and they write tickets at 46mph. The speed limit changes on the outer part of town. If your not watching closely you wont realize the change.
