Poorly marked school zone. Block has 40mph sign placed AFTER 20 mph school zone sign. Radar operated by unmarked black SUV which is parked on side street.

This is definitely a speed trap, though I'm not sure if it's intentional or simply gross incompetence by Public Works. The school zone is missing S1-1 signs required by MUTCD Section 7B-15. The speed limit drops 20 mph, going from 40 mph down to 20 mph. The Texas Administrative Code only allows a change of 15 mph "because the change in speed would be too abrupt for driver observance." 43 TAC, Part 1, Chapter 25, Subchapter B, Rule 25.23, (c)(5) and (d)(2)(A). The afternoon school zone starts at 2:15, instead of 2:30 or later like the rest of the Keller schools. I complained about this to the Keller City Manager and was told by Public Works that they would correct all of the above before the start of the 2014/2015 school year. I think any speeding ticket at this school zone can be challenged based on the above information.
