I believe this should be Belmoral Avenue, not Balmuto Avenue. The first street at the top of the hill on Avenue Road, running east to Yonge Street and just north of De Lasalle School is Farnham Avenue. The street north of Farnham is Belmoral Avenue (which crosses Avenue Road, between Yonge and Poplar Plains, and then continues on to Warren Road, just north from Poplar Plains. Balmuto Avenue is not at the top of the hill on Avenue Road. Balmuto runs for two blocks, north of Bloor Street, between Bay and Avenue Road. The speed trap would lie between the top of that hill to Belmoral.
