Entering rural city on a 55mph road

As a valley resident, Philomath i knew has developed a persona of pulling people over frequently. Even my conservative 80 year old parents go the kings valley way to the coast to avoid this Philomath for decades now. At 49 years old, I haven’t received a warning or a ticket in around 10 years. Matter of fact i have “drive safe & save” in my truck. I am in the upper 90% of drivers. Routinely I am mocked (by coworkers) for my passive driving within 5 mph of any speed limit even the i-5. So the main road hwy 34 (also hwy 20 as it goes through philomath) is 50 mph then briefly goes to 40 mph, then quickly 25 mph as it enters Philomath & goes through it. As i was a lone driver at night on this road, i almost forgot the speed limit slows below 40 mph entering the city. I quickly slowed (within the 1st block) from 40 to 28-30mph. Going 28-30 mph, after several blocks a car pulled behind me & i got pulled over. I did get a warning, i feel i got pulled over for 28 in a 25 though i admit i cant prove. I’m not arguing of my accountability. I can’t help but feel, if even i am pulled over, combined with the this towns persona (in the USA). It should be pointed out that this town may have a issue also then. I project it has a few who stretch the truth like busy body Karens or entitled boomers who “own the road”. If so it is like the crying wolf tail. The only city within 50 miles with 25 mph limit through it (i imagine 1 of the few between Newport & Boston). Combined with getting pulled over for 3-5 mph over, looks more like harassment then humanity that picks their battles. I’m sure the same 4-12 people may disagree.
