This is often used at dusk and at night. They park in there with lights off, often paired with an active partner. One traps, the other one stops.
Washington County Sheriff's Dept loves this empty lot, they were reduced to sitting along Halfway Blvd when there was an active business there this past summer. The problem is that it is not a problem area, the road is wide enough, but the speed limit is about 5-10 mph too slow.
