Hwy 16- just past rio at the dump
he backs into the old dump and clocks you as your leaving town this is not even in town limits but when you go through towns like these its all rookies just lookin for something to due. if need to speed through rio do it between 7am-2pm as the chief will be at the cafe

FYI- The dump IS in the Village limits and yes they do sit there.
