There's no power plant on Kakeout. Don't know where / what you are referring to. And if the police are lying in wait "for vomiting victims," I suspect that business is really slow.

I live right off Kakeout. It is a water treatment plant not a power plant. Very rarely, the police will set up next to the smaller building and catch motorists as they come up over the hill. Definitely not a speed trap.
