Kelly Drive near underneath Girard Avenue
Philadelphia police will sit underneath Girard Ave on Kelly Drive. I have also seen State Troopers with radar there.

Has got to be police saying this is not a speed trap. THIS DEFINITELY IS. I take east river drive (kelly) sometimes twice a day.
