On Saddle River Road next to Rt. 59 across from Good Year
The police car is always parked in the parking lot of the park so on many angels you cant see him. They dont enforce it unless you do something really crazy like pass someone on the right side and things like that. But you should definantly always slow down there.

passing on the right is very common in the monsey area especialy when a car waits a long time to turn left i personaly saw or got busted for this when is reason to pass on right yes i know it was or still is in ny state driving instructing book ,also i got busted there for broken head light he let me go when he did a compu. check i had a crash a day befor
i need to correct my upper comment " i personaly did not see anybody busted in monsey or spring valley for passing on right when reason like going down rt 59 in spring valy right after the nude shop
