This is a relatively new, four lane divided highway in most sections. The average driver probably travels down it around 55 miles per hour, which is what the speed limit should be in the four lane section of it – if a traffic survey were taken. Instead, the posted limit is artificially low at 40 or 45 mph, assuring that the Maui Police Department can raise lots of revenue there, any time it desires.
