Randolph road at Exit 11 on/off ramp Road near Exit Number 11

At the beginning/end of the on/off ramp for Route 9 north which connects to Randolph road in Middletown, CT.
Two state troopers were parked in the center lane, one was facing towards the end of the off ramp. The other was facing up the on ramp.
