Enforcement is done by both state and local police, with K-band radar units. Most often done at night (with all lights off, making detection extremely difficult), but sometimes during the day as well. One of the resident state troopers that I know has told me his "cut-off point" is 10mph over, however many people do 15mph and more, never a dull moment for him.
