Depends on your definition of a "speed trap." The change in speed limits in both directions is well marked well in advance - there is plenty of time to slow down, and the change is only 10 mph. Furthermore, the new speed limit is correct for the conditions you encounter. You really wouldn't want to be going much more than that anyway. Finally, the natives know about it and observe it, so just go with the average traffic flow speed and you'll be fine.
US220 through Boones Mill is NOT a speed trap. This is a stretch of 4 lanes with a suicide turn lane in the middle that runs right through the middle of town. Their is unlimited access on both sides lined with businesses. Cars and big trucks are turning left and right crossing both lanes. The speed limit signs approaching from north and south are the size of half a football field. There are reduce speed warning signs well aheadof the town limits. On the southside is a long downgrade approaching town. It is a highly congested area and is warrants a 35mph speed limit. And remember, the ticket written by Virginia State Troopers doesn't go to the town of Boones Mill. Anybody who would want to drive through that area at 55 deserves 30 days for being stupid.
