South Kenilworth Street near Kenilworth Access
If you are heading south up Kenilworth Ave toward the upbound access they sit behind the bus shelter before you get to the area where the traffic merges.

They also wait with radar on the other side of Kenilworth to get the traffic coming down the mountain access. They will park on the 1st side street on the right just after you go under the King St overpass heading towards Main St. More in the early morning in this direction, while it can be any time of day upbound behind the bus shelter.
Downboard on the access at the traffic circle. Kinda unfair. Strictly a money grab in my opinion.
