Highway 11 goes from 55 MPH to 45 MPH as you enter the city limits. Then is progressively cuts down to 35 and later 25 southward. The local police back up out of eyesight in the school drive. Looking down hill on the highway. Later, the same car is backed into the Presbyterian Church parking lot behind a hedgerow. This is my church and I almost hit the car turning in to cut the grass. This again is a small town needing revenue and counting on out of town people to mess up.
