speed trap right near railroad tracks. the speed limit changes to 25 very quickly. police car parks at the small church there.

This is not a trap. There have been many accidents along that stretch of road where children playing or people walking could and sometimes have been seriously injured or worse. The speed limit was changed many years ago. Tallevast is a small town, but people do live there, and need the protection of slower speeds. Even people who live there have gotten speeding tickets.
