The officer sits in a residential townhome street that Fronts Union. At this point on Union, it is a 20-25% grade downhill. One must break the entire way down the hill and that is not enough to remain in the 40 MPH speed limit posted. The officer is hidden and mid way down the hill so that all vehicles are at their fastest albeit, breaking down this hill. Had he gone to the next block where the road goes uphill, getting speeders at that point, they would be getting those that truly speed and not the ones attempting to drive the speed limit. Also, another consideration that an officer should take into account is the weight of a vehicle as the heavier the vehicle, the faster the vehicle will go down hill.
