Wiliamsport Road
Going Down the steep winding road to the recycling center. There is a traffic sign at the top of the hill saying 20 Mph, it is a steep winding road and you pickup speed. He sits off the side of the road on a curve catching vehicles going up or down the hill.

If the officer is not more than 16' off of the side of the road he is in violation of the law and you should be able to see the vehicle for at least 250'. I would fight a ticket.
