The speed limit is 25mph on a road with at least 3 lanes in each direction that could safely be 35. The cop will sit in a used car lot in a brand new white Impala and pull you over.

The road is 40 mph and that is what they mean. The road is wide open and could easily be 55mph. You have to pratically set your crusie control to avoid being ticketed. They will give a ticket for doing as little as 4mph over.
